Emergency Raft Stations

Emergency Raft Stations

Prerequisite: None
This upgrade establishes a network of strategically positioned emergency stations throughout the Tidal Expanse, each stocked with quick-deploy flotation devices and survival supplies for those caught by rapidly rising tides or swept into dangerous currents.

Description

The stations themselves are elevated platforms built from hardwood posts driven deep into the sandbar, raising the equipment storage three feet above the highest recorded king tide mark. Each platform is painted in brilliant red and topped with a tall pole bearing a carved wooden fish that spins freely in the wind, making the stations visible from great distances across the flat expanse. The storage compartment is a sturdy wooden box with a hinged lid that opens quickly, featuring simple rope latches that can be operated even with cold, fumbling fingers. Inside each box are two emergency rafts, carefully maintained and inspected weekly. These rafts are masterpieces of Vaitafe engineering, constructed from bundles of buoyant reeds tightly bound with waterproof cordage, reinforced with a framework of light flexible wood, and fitted with sealed gourds along the edges to provide additional flotation.

Each raft is designed to support two adults and can be deployed in seconds by simply grabbing the carrying handles and tossing it into the water, where it immediately rights itself and floats high. Attached to each raft by a long tether is a paddle carved from a single piece of wood, along with a smaller emergency paddle in case the primary one is lost. A waterproof bag made from treated fish skin is tied to the center of each raft, containing essential survival items: a sealed gourd of fresh water, strips of dried fish wrapped in leaves, a small carved whistle for signaling, a fire-starting kit protected in a shell container, and a length of strong rope. The rafts also feature carved handholds around their perimeter, allowing exhausted swimmers to grab on and rest even if they lack the strength to climb aboard.

Carved wooden plaques mounted on each station post display simple pictographic instructions in the Vaitafe style, showing the proper way to deploy the raft, paddle toward safety, and signal for help. These instruction panels are updated based on actual rescue experiences, incorporating lessons learned from past emergencies. Below the instructions, a small carved box contains fire-starting materials and a bundle of oiled torches that can be lit to signal distress at night. The brilliant flame of these torches can be seen for miles across the dark flats, allowing rescue parties from the settlement to locate stranded individuals quickly.

The maintenance of these stations is considered a sacred duty within the community. Station keepers make their rounds twice weekly, checking that rafts remain in perfect condition, that all supplies are fresh and dry, and that the carved fish markers spin freely to catch attention. They replace any used equipment immediately and document each deployment, creating a detailed history of rescues that helps identify where additional stations might be needed. After major storms, the keepers make emergency inspections to ensure no stations were damaged and that all equipment remains secure and functional. The community teaches even young children the locations of all emergency stations, making this knowledge as fundamental as learning to swim.

Benefits

The presence of emergency raft stations reduces the risk of drowning from tidal accidents by 90%. Any Swim or Survival checks made by individuals caught in dangerous tidal situations gain a +5 bonus if they can reach a station. The stations provide confidence to workers and fishers, allowing them to venture farther from the central settlement knowing rescue equipment is available. Rescue operations to aid stranded individuals are 50% faster when emergency rafts are utilized. This upgrade generates 4 Prestige.
